[ECO-2813] Add a /test-utils page for updating arena state on a local network; add shadcn for prototyping components

Description

Entirely just test stuff and component prototyping, most of the PR lines changed comes from pnpm-lock.yaml.

It allows to update the melee duration with a simple UI on a local network.
