This adds a converted version of the shell scripting guidelines that were developed internally on Confluence.
(It includes the foreword, principles and specific guidelines, but not the plan for the migration of legacy scripts, which will be a separate live working document as the migration proceeds, and does not form part of the guidelines themselves.)
