fix: trivy action workflow fetching database from gh registry

Description

Trivy action is failing when downloading the trivy-db from github registry due to rate limiting issues.
There is also an open issue with the trivy-action Refs: aquasecurity/trivy-action#389.
In the meantime the following solution works:

• Downloading the trivy db from. ECR instead of github registry
