[Build] Remove unnecessary processing of abandoned 'build.sha1' files #857

They have not been updated for six years and are not considered anymore. This is probably because they are written in another location than where the 'build.sha1' committed into the fragments reside.

But there is already an alternative mechanism used to check for changes, based on git tags.
In eclipse-platform/eclipse.platform.swt.binaries#57 the remaining build.sha1 files are removed from the binaries-repo.
