update docker linux amd64/arm64 to 24.0.7 #418

Update the base image to the latest docker release, which is 24.0.7.

This apparently fixes the kernel issues on Alpine 3.19 as in #414.

This hasn't been merged for almost a year, it's become so outdated that I'm withdrawing this PR.

By the way, regarding your confusion - I am too. However, in the meantime I switched over to woodpecker, which has a vivid community and stuff just works for me there.
