The constructor only assigns, no "checking for existance" on the certificate is done (which would probably fail anyway, since the X509Certificate2 is constructed with no sources for the cert). The assignments in the constructor is executed by numerous other tests. Also removes https://aka.ms/dotnet-warnings/SYSLIB0026
Leaving it for its intended purpose of being easy switchable with the other stringPublicOrganizationNumber.
