Remove defunct docs/ directory and old TESTING.md file.

Most of the files in the `docs/` directory are 4 or 5 years old, except for the org chart, which does not appear to be referenced anywhere (and is duplicated from the chart in the `va.gov-teams` repo. The `TESTING.md` file is a brief, incomplete outline of mobile testing. None of these files contains any info that isn't either long out-of-date or better captured in other documentation.
