Description of the change:

Enables docker/podman discovery of the reports sidecar in smoketest.

Motivation for the change:

Adds one more target to work with, and in particular an additional one that supports the quarkus-jfr extension events.

How to manually test:

1. Run CRYOSTAT_IMAGE=quay.io... bash smoketest.bash...
2. ...
