[687] Resolves differences in test score and maximum points

Description

• [687] Excludes skipped tests from maximum points calculation
• [687] Identified tests missing in points.yml and added them
• Moves Falco error logs from puts to Log.info to avoid cluttering test output
• The usual change from LOGGING.info/debug to Log.info/debug
