The pid file sometimes exists but is empty on my machine. This change resolves the failure by treating an empty pid file like a missing pid file. I'm not sure why the pid file is missing. It could be a bigger issue. re: #33

This PR is part of a collection of changes to support Python3. The collection is broken into multiple stages. This change is part of stage 1 and should be safe to merge at any time.
