A stub /usr/bin/python3 exists on BigSur (perhaps others) that triggers an xcode install window the first time the plugin runs. This change avoids the unexpected window by using the version of Python that's already available.

This change switches the default python from /usr/bin/python to /usr/bin/python3.
This change is part of the third stage of the Py3 support changeset. It should be merged after all the change prior to it have merged.
