Add a blog to the website. Include a basic blog post indicating that we have a blog.

This is intended to be enough for other authors to figure out how to write posts. E.g., you add yourself as an author, copy the boilerplate, and get writing!

Add a blog section to the website. This is intended to be used to better
communicate rationale, motivation, and just general information about
Chisel and new features. Specifically, we'd like to use this to provide a
easier introduction to what layers and probe are (as a first step!).
