correct broken version infos

Version 0.3.0

update version to version 0.2.9

just add the plugin dll itself to the release zip and no folders

- update vcxproj to VS2015

- updated appveyor.yml to image VS2017
- removed unnecessary sln file

adapted appveyor.yml for automatic deployment to github releases
