ML Challenge Banner Post Launch

Update the Banner with the following (note this is tied to specific dates)

• on Jan 15th: update the copy of the existing banner to say: "ML Competition is closing soon. Enter by 1/29 for cash prizes. Learn More"
• on Jan 30th: remove the ML Challenge banner entirely

Note: although we're removing the banner entirely on Jan 30th, we will put the banner back up when winners are announced sometime in end feb / early march
