Previously, ADDING_A_PLUGIN.md had been a stale copy of https://github.com/tensorflow/tensorboard-plugin-example/blob/master/README.md

We now make ADDING_A_PLUGIN.md simply link to https://github.com/tensorflow/tensorboard-plugin-example/blob/master/README.md to avoid confusion.
