distrib Py workflows

supports new features to distribute Py workflows, based on Pandas, NumPy, scikit-learn, etc.

• new Container and ContainerUOW classes support arbitrary Py workflows, e.g., training models
• include optional installs in bin subdirectory
• include data files in dat subdirectory
