[REQUEST] Add Team Lead Role for Approving ATT&CK Object Changes

Workbench currently lacks a role with the capability to approve changes to certain ATT&CK object types, such as Techniques or Groups.

Introduce a new "Team Lead" role in Workbench with permissions to review and approve changes for specific ATT&CK object types.

This will also require updates to the REST API authorization middleware include a new "Team Lead" role.
