Add test framework for AccountSettings

[rfc2822]

Although AccountSettings will probably be completely refactored to use the Room database soon, we still need a test framework for it:

• for changes that will be made before refactoring, like in Sync workers: use data type enum instead of specific authority #1177
• for the refactoring itself; we will need test the migration to the new AccountSettings storage.
