Translate Get Started into 13 languages (AR, ES, FR, ID, IT, JA, KO, PL, PT-BR, RU, TR, VI, ZH-CN). German already exists.
Translate Components docs into 14 languages (AR, DE, ES, FR, ID, IT, JA, KO, PL, PT-BR, RU, TR, VI, ZH-CN)

Until localization is set up, explicit permalinks are added in frontmatter for the localized pages to make them accessible.
Anchors will not work on localised pages until this PR is merged and heading IDs are specified explicitly across all translated docs (will be done in a separate PR).
