emhaplofreq_LDfix.c works as a standalone program, but not though pypop

creating pull request simply to re-sync branch to main

hi @rsingle , I synced this branch with main - but are the changes still needed? it looks like there's customized version of emhaplofreq_LDfix.c and some test files, but I'm not sure if they're needed or not, perhaps the C changes are already superceded. it might be useful to keep the test files around, I can move them into the data/samples directory and/or create a unit test out of them.

either way, let me know, I'm trying to incorporate any remaining changes in these older branches, if we still need them or otherwise prune/delete them
