Add layout.conf file to please egencache

Without it, a warning is emitted at repo sync time: !!! Repository 'aclex-pytorch' is missing masters attribute in '/var/db/repos/aclex-pytorch/metadata/layout.conf' !!! Set 'masters = gentoo' in this file for future compatibility
