This PR's sole purpose is restoring my sanity and was made out of spite. Restart vote requirement lowered to 75% from 85% to make holding the entire server hostage more difficult. Required ghost percentage lowered to 10% from 50% so you don't have to slaughter the entire server just to hold a vote. Please merge, thank you!

Not quite sure why we would need X% of the server to die first before we could even vote on a restart, @MrLopLop. The restart itself is still democratic and if the people want to continue they can just vote "No" and be done with it. I would've set it to 0% but I could see some players just spam the vote start button for no reason if I did that. |
