- Run dependabot weekly
- Allow more than the default number of pull requests
- Run dependabot on both direct and indirect dependencies (may not matter with pip-tools)

upload-artifact v4 requires you to upload files with different names.
Seems like upload and downlaod should be paired, and possibly this is the reason that the download is failing.
Looks like you can no longer use wildcards?
I'm not sure if this matters now that we're using pip-sync.
Now that we'll be running dependabot weekly, we may get more than the default max number of pull requests.
