Remove Special Thanks in README #322

Since JetBrains can no longer provide open source licenses due to export restrictions, we can no longer say "special thanks" to JetBrains.

Since JetBrains does not have any control regarding these export restrictions, and considering the fact that they've gladly provided us with licenses before these restrictions were updated, I think the Special Thanks section should stay. Despite our licenses expiring soon, we will still use their tools such as R# InspectCode CLI, which are of great help to Octobot's development. For these reasons, I will be rejecting this pull request.
