Changes

Add world-readable /publications page.
Update projects UI to work without auth for published projects,
Update projects/publications backend to remove auth requirement for viewing published projects.

Testing

Visit https://cep.test/publications/ and click through publications and file listings within those publications
Repeat in an unauthenticated session
