This syncs test deps with st2 and applies misc changes I've been making to other st2-auth-backend repos.
Unlike the other repos, I don't plan to upload this to pypi right now, as the version follows the st2 version. I will however update the lockfile in st2 after this is merged (and possibly after one more fix, if I can get that ready tomorrow).
