The names we have for processor types are reused with different meanings.
In Chip and processor "monitor" meant the scamp processor
Elsewhere "monitor" referred to the system cores.
These PRs suggest.
Rename Chip/Processor to
scamp - Processor 0 (in spin1)
placable - All others Ie where we can place stuff on
