Changes for compatibility with ROCm 6.1:

Bumped the dependencies of the dockerfiles to 6.1
Updated the HIP-Basic/texture_management example to avoid compile errors on architectures that do not support texture instructions
Updated links to documentation (from comments and markdown files)
