feat(flags-hackathon): Enable simple remote config feature flags

Problem

Haackathon project: "Remote config flags"

This PR adds a new type of flag to the product called "Remote configuration". It is essentially just a boolean flag with a required payload, meant to be accessed only via the getFeatureFlagPayload type of SDK functions.

Changes

The main changes included here are:

• Add a new column to posthog_featureflag for distinguishing these flags from other boolean flags
• When the "Remote config" option is selected in feature flag UI, remove the following irrelevant content blocks:
  • Stale flag indicator
  • Experience continuity checkbox
  • All rollout conditions UX
  • Related insights
  • Related recordings
  • Any non-getFeatureFlagPayload code examples (the PR defaults the "Show payload option" code example checkbox to be checked)
