What Does This PR Do
Fixes plating construction on lattice and catwalk.
Right now you ought to click exactly on space turf to create plating, while clicking on lattice\catwalk doesn't do anything.
Why It's Good For The Game
Pixel hunting is bad, and, i believe, this was just an oversight from this PR.
Testing
Compiled locally, tested that using floor tiles on either catwalk\lattice or turf beneath them created plating.
