Adds conical spells from TG

What Does This PR Do

Ports conical spells from TG, I'm hoping to find the original PR soon

Also renames some old stuff to be more appropriate and makes searching for files less annoying
Also moves the base spell file into the spells folder

Why It's Good For The Game

Heretic prerequisite, also they're very neat
