Loads and displays tech schools w/ correct tooltips and ordering
Loads technology folders and areas, displays technologies currently researched
Next steps after the DD -> Basic interactivity (even without full conditions, allow selecting techs to research and run that back to the simulation-side + display images, effect tooltip, and description of selected technology, and display rudimentary tooltip (conditions blocker for full v2 tt)
