Expose xAPI forwarding endpoint

Description

This PR adds an api endpoint /statements that forwards xAPI statements from the UI to an LRS if one is configured in an XDSConfiguration. It also adds that configuration via a migration.

• Get CI running on our fork, test

• Figure out how to mask input for lrs_password
