This adds an chart-releaser action to package the chart into an repo. Referring to the docu an branch "gh-pages" has to exist, to store the published charts. Right now k8s and k8s-ops are named "online-counseling" with the same version in its Chart.yaml, so here unique names are required to differentiate the releases in the helmrepo.
