Creates the framework for community addons:

Resolves #253 and #267

Acceptance Criteria:

  • The change does not break communities that have not migrated to the new approach
  • A new add-on can be added and configured
  • Configuration for each community component is stored in the DevHub Contract
  • Ability to alter the tab name
  • Ability to delete the add-on
  • A new add-on appears as a new tab and renders correctly with parameters
