Description
Update the ci to use a tagged image from ghcr.
This is the second step so that we can control the atlas/atlas-orca versions used in the CI. In this step we hand-over to our own CI system tagged at the current state. We can also update the configuration of the CI on develop in the same PR, so that we can tag a new version with atlas 0.38.1.
