Ceiling Panels

Ceiling Panels were first added back in 0.0.2 and make it possible for buildings with multiple levels to have a unique floor pattern on each level with a standard ceiling up above.
All of Immersibrook's floor tile blocks have a ceiling tile counterpart, as do Carpets.
