* Fix incorrect license: change to CC0 1.0 Universal

I worked through the legal documents of JCSDA. When JCSDA collaborates with the Federal Government, we must use CC0 1.0 Universal. I think that CC0 1.0 Universal is acceptable for NOAA-EMC as well (at least the ufs-weather-model has such a license and was for a long time administered by NOAA-EMC).

* Rename License.md to LICENSE
