schedule tool to read noise histograms and return noise given cellId

Now that we have a noise tool implemented that can read the histograms of noise vs theta and return noise per cells in the ECAL barrel, add it to the config.
To add noise to the cells we still need to migrate the tool that fills a map with all cells in the segmentation with the noise.

I took the opportunity also to fix the ecal endcap readout and add a few comments here and there
