changed slug from /policy to /public policy. added the alias "/topics/policy" to the page.

  1. Make sure the slug on the Public Policy topic page is "https://digital.gov/topics/public-policy/" and not "/policy"
  2. Type https://digital.gov/topics/policy/ into search bar and ensure that it redirects to "https://digital.gov/topics/public-policy/"
