This version of Baselibs reverts us to use HDF5 1.10 as there are unknown issues with nf90_create being seen with various compilers on discover.

    • We are seeing issues with MAPL using HDF5 1.14 for unknown reasons. Runs fail on calls to nf90_create. Older
      HDF5 doesn't seem to have this issue
