Release with Managed IdP Support

This is the second release with Managed IdP support, and includes some fixes identified from previous release and TLS support.
TLS with PIN using eap-config files from hosted managed idp eduroam cat website.
This release is the first to move to the new request permissions methodology, where runtime checks for permissions are required.
Changed target SDK to 26
Also has some bug fixes to profile discovery process.
