AC-6: updated department_information table , integrated dashboard

Integrates Dashboard module changes.
Improves on the overall UI of the department module.
Implements sort functionality to the student lists.
Adds form to update department information.

The dashboard module changes have been integrated into this module.
UI is made more readable and user friendly.
Sort functionality is implemented into the student list.
Added update department information form which is available to the staff.
