We do make an exception for Prims (in prims.fst), for the time being. Fixes #3474
One test (Number.interface-violation-and-fix) now actually behaves as it should and considers the fsti. Update it to actually be a "fix"

I added an exception for prims.fst, which does not make match Prims. I'll make a separate PR for renaming the file and removing the exception.
