Win64, can't open bitcoin cookie file if directory contains unicode chars #1422

In windows, Elements can't connect to bitcoin to validate peg-ins if the path for the cookie file contains unicode chars. This is one of the reasons for the failure of feature_fedpeg test in win64 native
