First Alpha Release

First Installer for Windows

This is the first version of the Installer. Currently only works on Windows. It's not really much tested but it should work.
You are still able to just clone the repo from github or just run or compile the setup_win.py file for yourself.
However this is nowhere production ready since there a still a lot of Things to do.
