In the process of upgrading, I realised additional work was needed in the design-system. That work is now complete and v0.4.5 is released. I've implemented these changes in #6093 |

This change implements the footer changes with tags from
dc_utilsand fixes the right margin on the logo with a new version ofdesign-system.Dependent on DemocracyClub/dc_django_utils#65 and DemocracyClub/design-system#115
