I have built CS 9 content from this PR and I used it to build a CS 9 bootable container image hardened with the CIS Server Level 2 profile. I have checked that during the image build the rule xccdf_org.ssgproject.content_rule_has_nonlocal_mta has been evaluated and the result is "pass".
