Bug: Can chisel block without a chisel tool in inventory in v1.4.148 (mc 1.20.1)

Description:

Left-clicking with bit on chiselable block without a chisel tool in inv takes new bits out of the block.
Chisel tool should be required for this operation.

Steps to reproduce:

• Install chisels-and-bits-forge v1.4.148 on Forge 47.3.0 (mc 1.20.1)
• Take a bit of any block and remove chisel tool from player inventory
• Left click any chiselable block with bit and it will take another bit out (without a chisel tool in player inventory)

Expected behavior:
