Add table-driven a.k.a. rule-driven approach, and Franca2IFEX conversion
There are a few known unsupported Franca features and probably a few bugs.
This can be merged so that further work can be done and contributed. It will also enable a round of improvements on test suites and CI and such.
The program was tested solely for our own use cases, which might differ from yours.
The submission is provided under the main project license (LICENSE file in root of project).
